10월 3일에 있었던 매니토바 지방선거에서 Manitoba NDP가 승리한 가장 큰 요인은 헬스 시스템을 개혁하겠다는 공약을 강력하게 어필했기 때문이다.
즉, 주정부가 헬스분야에 종사하는 사람들로부터 신뢰를 회복하겠다는 것이다.
신뢰의 사전적인 정의는 ‘사람 또는 사물의 성격, 능력, 힘 또는 진실에 대한 확실한 의지’이다. 신뢰는 구축하는데 상당한 시간과 노력이 필요하지만, 파괴는 아주 빠르게 진행되는 특성이 있다.
매니토바 주정부와 헬스 종사자와의 관계는 2016년 Brian Pallister가 이끄는 Progressive Conservative가 집권하면서 무너지기 시작했다. Pallister는 취임하자 곧바로 헬스 시스템의 대대적인 개편에 착수하였다.
예산을 삭감하고, 위니펙에 있는 병원들의 응급 진료실을 3개로 집중화하고, 다른 시설들을 어전트-케어 (urgent-care) 센터로 변경하거나 폐쇄하였다. 그리고 주정부는 인력을 전면적으로 재배치하였다. 당시 주정부는 이를 수행하는 과정에서 직원들과 상의하지 않았고, 일방적으로 실시하였다.
그 결과, 주정부와 헬스 종사자들 사이에 존재했던 신뢰는 빠르게 증발해 버렸다.

헬스 종사자들과 신뢰 회복이 필요함에도 불구하고 당시PC정부는 진로를 변경하려는 노력을 기울이지 않았다. 팬데믹 당시에, 간호사와 헬스 보조요원들은 공개적으로 “히어로”로 환호를 받았지만, 주정부는 단체교섭에서 그들의 요청에 무대응으로 일관했다.
그 결과, 직원수가 감소했고, 병원과 클리닉의 대기시간은 점점 더 길어졌다. 이것은 시민들에게 좌절감과 안겨주었다. 그렇기 때문에 헬스 시스템이 지방선거의 쟁점으로 등장하는 것은 불가피한 일이었다.
