캐나다 중앙은행의 이번 기준금리 인하는 지난해 6월 이후 6번째이다.
중앙은행의 Tiff Macklem 총재는 배포한 자료에서 “과거의 금리인하가 경제에 영향을 미치면서 경재 활동이 탄력을 받고 있다는 징후들이 보인다”고 진단했다. 하지만, 미국의 관세 위협이 임박하면서 캐나다 경제 전망은 불확실성이 높아지고 있는 상황이다.
미국 Donald Trump 대통령은 캐나다에서 미국으로 유입되는 모든 상품에 25 퍼센트 관세를 부과할 것이라고 위협했지만, 언제 그리고 어느 정도까지 실행할지는 아직 미지수이다.
Bank of Canada는 1월 29일 발표한 통화정책 보고서에서 GDP 예상치를 낮추었다. 이번에 발표한 보고서는 2025년과 2026년 국가 GDP를 각각 1.8 퍼센트 성장할 것으로 예상했는데, 이전 보고서에서는 2.1 퍼센트와 2.3 퍼센트였다.
수정된 예측치는 인구 증가율 감소 (연방 이민 정책의 변경에 따른 새로운 인구 유입 감소)와 정책 불확실성 증가로 인한 기업 투자 하향이 반영된 것이다. 그러나 이 예측은 Trump 행정부가 관세 위협을 실행하지 않을 것이라는 가정이다. 실제로 관세 위협이 실행될 경우는 훨씬 더 암울 할 것으로 예상된다.
Macklem 총재는 미국이 관세를 부과할 경우 캐나다의 보복 조치의 범위나 어떤 재정적 지원이 제공될 것인지를 모르게 떄문에 경제적 영향에 대해 정확하게 말하기 어렵다고 했다.
캐나다 중앙은행은 25 퍼센트 관세가 부과될 경우, 첫해에 캐나다 GDP가 2.4 퍼센트 감소할 것으로 예측했다. 따라서 Trump 행정부가 올해 관세를 부과하면, 경제에 충격을 주어 캐나다가 경기 침체에 빠질 가능성이 높다.
지난해 12월, Bank of Canada는 2025년까지 추가 금리인하가 있을 것이라고 시사했지만, 2024년을 마감하는 대규모 인하와는 대조적으로 점진적인 접근법을 취할 것이라고 했었다.
