위니펙 경찰은 소매점 좀도둑에 대한 신고 그리고 소매업 종사자에 대한 폭력이 늘어나면서 단속을 강화한 결과 11월 1일 이후 150명 이상을 체포한 것으로 발표하였다.
경찰은 좀도둑들이 폴로 팍, 킬도난 크로싱 그리고 다운타운 등을 핫스팟 목표로 삼고 있지만, 연휴기간에 다른 곳으로 확대될 가능성이 높을 것으로 보고 있다.
경찰은 12월 4일 기자회견에서 용의자들은 매장에서 물건을 숨기려는 노력도 없이 뻔뻔하게 상품을 가져가고, 보안요원 또는 방해가 되는 고객들에게 무기를 휘두르고, 곰 스프레이를 뿌리고, 무고한 사람들을 폭행하는 일들이 발생하고 있다고 했다.
11월 29일에는 Notre Dame Avenue와 Sherbrook Street 근처에 있는 No Frills 매장에서 59세의 근로자 한 명이 좀도둑이 휘두르는 칼에 찔리는 경우도 있었다.
Winnipeg Police Service는 올해 1월부터 8월사이에 3,745건의 도둑질 (5,000 달러 미만)에 대한 신고를 접수했는데, 이는 2022년의 동일기간과 비교하여 44 퍼센트나 높은 숫자라고 했다.
이처럼 도둑질이 급증한 이유는 생활비 급증, 식량불안, 빈곤 그리고 중독으로 인해 발생한다는 것이 일반적인 분석이다.

소매점들은 도난을 방지하기 위해 다양한 보안조치를 추가하고 있다. 예를 들면, 사설 경비원 고용, 특수 임무 경찰관 고용, 보안 카메라를 추가적으로 설치 그리고 갈등 대처에 대한 교육을 받은 사람을 고용하는 것과 같은 것이다. 물론, 매장이 부담한 비용은 소비자에게 전가되고 있는 상황이다.
