■ Habitat for Humanity와 Home Ownership Program을 운영하는 K-Tec Earthmovers
Rosenort에 본사를 두고 있는 K-Tec Earthmovers가 Habitat for Humanity와 함께 Home Ownership Program을 운영하기로 했다.
K-Tec Earthmovers의 Shane Kroeker 이사는 “우리 커뮤니티에 실질적으로 영향을 미칠 수 있는 일을 해 보고 싶었다. 그리고 우리 이름을 걸고 좀더 독특하고, 특별하고, 우리 커뮤니티가 자랑스러워 할 수 있는 일을 해 보고 싶었다. 평판이 좋은 Habitat for Humanity와 함께 할 수 있어서 좋다.”고 했다.
Habitat Manitoba의 COO Michelle Pereira는 “K-Tec Earthmovers의 Mike Palitsky 사장으로부터 비즈니스 모델과 재투자 방식 그리고 가족이 주택을 구입하는 방식에 대한 설명을 듣고 함께 실시하기로 결정했다.”고 말했다.
K-Tec Earthmovers가 Habitat for Humanity와 함께 실시하는 Home Ownership Program은 Rosenort에 주택을 건설하는 것이다.
Home Ownership Program에 지원하는 사람들은 다음의 몇 가지 조건을 충족시켜야 한다: 가정에서 1명 이상이 최근 2년간 연속으로 풀-타임 근무 또는 동등한 수준의 근무 경력, 자녀가 있어야 하고, 신용이 좋아야 하고, 파트너와 함께 500 시간 이상 자원봉사를 해야 한다.

■ 다양한 프로젝트를 준비하고 있는 Rural Municipality of Stanley
Rural Municipality of Stanley의 Morris Olafson 행정 책임자는 2022년에도 다양한 프로젝트를 준비하고 있다고 하면서, 물과 관련한 프로젝트에 중점을 둘 것이라고 했다.
Olafson 행정 책임자는 상수원 확보에 최대로 중점을 두겠지만, City of Winkler와 함께 폐수 처리장을 건설하는 것에도 중점을 둘 것이라고 했다.
Village of Hochfeld에 있는 두개의 노후화된 교량 보수, Reinfeld Park 조경과 주차장 정비, 방풍림 프로그램 그리고 방진 프로그램을 강화하는 것도 포함되어 있다고 했다. (방진 프로그램이란? 시골지역 주택지 비포장도로에서 발생하는 먼지를 줄이기 위한 목적으로 도로에 물을 뿌리는 작업을 말한다.)
■ LUD 체제를 유지하기로 결정한 Rural Municipality of Rhineland
Rural Municipality of Rhineland 의회는 8년전 Plum Coulee와 Gretna 합병 당시에 합의했던 LUD (local urban district) 구조를 계속적으로 유지하기로 결정했다.
Rural Municipality of Rhineland 의회는 보도자료에서 “8년간 실험에서 서로의 역할을 더 잘 이해할 수 있었고, 미래에 대해 많은 토론을 했다. 우리 목적에 맞기 때문에 계속적으로 LUD 체제를 유지하기로 결정한 것이다. 그리고 8년전 Village of Rosenfeld를 LUD로 전환했는데, 이곳도 계속해서 LUD를 유지하기로 결정했다.”고 발표했다.
LUD가 실시하는 가장 중요한 업무 중에 하나는 서비스 계획을 수립하는 것이다. 즉, LUD 위원회가 연간 서비스 예산을 수립하여 의회에 제출한 다음 R.M.으로부터 지원을 받아내는 것이다. 그리고 LUD는 지자체 자료에 접근할 수 있는 자격도 있다.
■ 토지 개량을 위해 생산자와 협력하는 Pembina Valley Watershed District
Pembina Valley Watershed District가 담당하는 지역은 남북으로 Highway 2에서 Red River 그리고 Pembina River와 Plum River 사이의 넓은 면적이다.
Pembina Valley Watershed District의 Cliff Greenfield 매니저는 “유역의 수질 그리고 수량을 개선하기 위해 생산자들과 많은 프로젝트를 진행한 2021년이었다. 그리고 Conservation Trust에서 제공하는 Grow Program을 통해 많은 예산을 받았기 때문에 돈 걱정 없이 일할 수 있었다.”고 했다.
Greenfield 매니저는 “우리의 기본적인 임무는 생산자와 협력관계를 맺고, 농장과 유역의 수질을 개선하는 일을 하는 것” 이라고 했다.
매니토바 농업의 주요 문제는 바람과 물로 인한 농토 침식, 비옥한 농지의 표토 손실 그리고 물부족이다.
Watershed District 조직은 저수지, 소규모 댐, 수로, 버려진 우물 봉인, 수질 테스트, 수초와 녹지대 보호, 개울 또는 협곡의 제방 안정화, 나무심기, 야생동물 서식지 보존, 토질 그리고 수질 보존 프로그램 참여 그리고 지역의 토지 소유자에게 기술과 재정적 지원 등에 대한 일을 하고 있다.
Greenfield 매니저는 극심한 기후변화가 더 많이 발생하고 있기 때문에 이에 대응하기 위한 통합적인 모델을 개발하고 있는 중이라고 했다.
