팬데믹 제한이 해제되면서 경제활성화 지원 그리고 심각한 노동력 부족 문제를 해결하기 위한 방안으로, 매니토바 주정부가 이민자를 늘리려는 노력을 하고 있다.
3월 28일, 매니토바 주정부에서 이민을 담당하는 Jon Reyes 장관과 Immigration Advisory Council의 Lloyd Axworthy 공동-의장은 20명의 위원회 멤버를 발표하였다.

신설된 이민 자문위원회에는 학계, 산업계 그리고 정착기관을 포함한 다양한 분야에서 이민자 경험을 가진 사람들로 구성되어 있다. 매니토바 주정부가 발표한 위원회 명단은 아래에서 확인할 수 있다.
이민에 대해 국제적으로 영향력이 있는 Axworthy 공동-의장은 “지금까지 성공적으로 운영해온 노미니 프로그램을 다시 확인할 필요가 있다. 캐나다 그리고 매니토바에 맞는 프로그램으로 업그레이드할 좋은 시점이다. 최고의 프로그램을 만들어 우리가 주도할 수 있도록 해야 한다.”고 말했다.
매니토바는 지난 10년간 매년 평균적으로 15,200명의 이민자를 받아들였는데, 이는 1990년대 연평균 약 4,300명에 비해서는 월등하게 많은 숫자이다. 그러나 지난 2년간은 팬데믹으로 이민업무가 사실상 폐쇄되었다.
매니토바 주정부는 지난해 노미니 프로그램 파이프라인에 약 6,300명의 이민자가 있었다고 했으며, 올해 매니토바 이민자 쿼터를 늘리기 위해 연방정부와 논의를 진행하고 있다고 했다.

Immigration Advisory Council이 멤버들을 발표한날 Canadian Manufacturers and Exporters (CME)는 Immigration Retention in Manitoba 라는 보고서를 발표했다. CME는 업계에서 24,000개 이상의 일자리를 채우지 못하고 있는데 상당한 숫자를 이민으로 채워야 한다고 했다.
보고서에 따르면, 매니토바는 새로운 이민자를 유치하고 일자를 찾도록 하는 일에는 잘하고 있지만, 유지하는 것은 중간정도의 수준이라고 지적했다.
