매니토바 주정부는 2023 이민자 증대를 희망하고 있다. 주정부의 예상대로 진행될 경우에 근로자 부족을 메우면서 주택시장에 활력을 추가할 것으로 예상된다.
매니토바 주정부는 2월 14일 Immigration Advisory Council이 작성한 보고서를 발표하는 기자회견에서 지난해에 기록적인 이민자 숫자를 기록했으며, 올해는 더 많은 이민자를 받을 수 있도록 연방정부에 요청해 두었다고 했다.
지난해 Manitoba Provincial Nominee Program (MPNP)을 통해 영주권을 받은 사람은 6,367명이었다. 지난해 숫자는 1998년 이 프로그램을 시작한 이후로 가장 많다는 것이 주정부의 설명이다.
매니토바 주정부는 연방정부 (Immigration, Refugees and Citizenship Canada)에 올해 10,000명까지 받을 수 있도록 요청을 해 놓은 상태이고, 연방정부는 3월말까지 답변을 할 것으로 예상되고 있다.
기자회견에서는 매니토바의 도시와 농촌지역에서 2023년에 10,000명의 이민자를 받을 수 있을 정도로 준비가 되어 있는지에 대한 질문도 있었다.
매니토바 주정부는 1년전에 Immigration Advisory Council을 구성하여 이민자를 더 많이 수용할 수 있는 방안에 대해 준비를 하였다. 위원회는 Lloyd Axworthy (World Refugee & Migration Council 의장 그리고 전 연방정부 외교부 장관) 공동-의장이 리더하였다.

위원회가 주정부에 요구한 권장사항에는 커뮤니티와 비즈니스가 협력하여 신규 이민자의 일자리 찾기를 돕고, MPNP 프로세스 간소화 그리고 외국인 자격증 인증 프로그램을 강화하는 것과 같은 내용이 포함되어 있다. 물론, 신규 이민자들의 주거문제를 해결하기 위해 민간기업과 협력하는 것도 있다.
캐나다 연방정부는 2023년 465,000명에서 시작하여 2025년까지 매년 500,000명의 신규 이민자를 늘려 향후 3년간 1.45 밀리언 명에게 영주권을 준다는 계획을 갖고 있다.
여기에서 매니토바 몫은 20,000명 정도라는 것이 Axworthy 공동-의장의 설명이다.
Immigration Advisory Council은 보고서에 대해 “미래에 이민자를 늘리고, 늘어나는 이민자를 위해 대비해야 할 일들에 대해 매니토밴들 사이에 진지한 토론을 일으키는 촉매제 작용을 할 것” 이라고 했다.
