ACEIS는 Immigration Advisory Council이 총70개의 권고사항을 제시한 보고서를 발표하고 해산한지 4개월만에 구성된 위원회이다. ACEIS의 의장은 Immigration Advisory Council 멤버였던 Lana Adeleye-Olusae씨이다.
20년전 나이지리아에서 이민 온 Adeleye-Olusae 의장은 70개 권고사항이 최대한 많이 이행되도록 하겠다고 했다.

ACEIS에 임명된 16명은 Immigration Advisory Council 보고서의 권장사항을 이행하기 위해 12개월동안 활동한다.
Adeleye-Olusae의장은 신규 이민자를 유지하면서 노동력으로 통합시키는 가장 중요한 것 중에 하나는 외국 자격 취득을 인정하는 것이라고 했다. 이곳에서 직업이 있어야 정착 그리고 주택을 구입하는 것을 생각할 수 있기 때문이다.

예를 들면, 매니토바는 러시아의 우크라이나 침공이 시작된 이후로 20,000여명의 우크라이나 난민을 받아들였다. 그러나 우크라이나에서 온 이민자의 약 절반만 적절한 영어능력을 갖추고 있다. 많은 여성들이 아이와 함께 오기 때문에 데이케어에서 수용할 능력이 필요하다. 그래야 남편을 본국에 두고 온 여성들이 일자리를 찾아 생계를 유지할 수 있기 때문이다.
Ukrainian Canadian Congress는 Manitoba Métis Federation과 파트너십을 구성하여 25명에서 30명의 우크라이나 이민자들이 데이케어에서 일할 수 있도록 Early Childhood Education 인증서를 발급하였다.
