캐나다-미국 국경 보안에 대한 부정적인 추세가 계속될 경우에 무역과 여행에 부정적인 영향을 미칠 것이라는 1년 전에 작성된 캐나다 정부 내부 보고서가 공개되었다.
위싱턴에 있는 캐나다 대사관에 근무하는 한 외교관이 작성한 이 보고서는 “북부 국경 위기”에 대한 미국의 주장을 반박하지 못할 경우에 안전한 이웃으로서의 캐나다 이미지가 훼손될 것으로 지적하고 있다.
캐나다-미국 국경을 불법으로 통과하는 이주민 그리고 펜타닐과 같은 불법 약물의 흐름을 막기 위해 캐나다에 광범위하게 관세를 부과하겠다는 미국 Trump 대통령의 발표가 있은 이후 정보 접근법에 따라 2024년 2월 보고서가 공개되었다.
미국 Trump 대통령의 이런 위협으로 인해 캐나다 연방정부는 지난해 12월에 국경 보안과 모니터링을 강화하기 위해 새로운 드론 그리고 헬리콥터를 배치하는데 1.3 빌리언 달러를 투자한다는 발표를 했다. Trudeau 총리는 범죄 조직을 더욱 강력하게 단속하기 위해 200 밀리언 달러를 추가한다고 이번달에 발표하였다.
미국 대선을 앞두고 작성된 이 보고서는 캐나다에 대한 미국의 불법 이주와 펜타닐에 대한 불만이 잘못되었다는 것을 지적하고 이를 바로 잡아야 한다고 결론 지었다.
보고서는 2023년에 공화당 의원을 중심으로 캐나다-미국 국경에 대해 1,000회 이상 공개적인 표현이 있었으며, 대부분이 부정적인 시각의 언급이라고 했다.
보고서는 캐나다 대사를 포함한 다수의 연방정부 고위직 관리들에게 배포되었다. 이 보고서는 국제관계 그리고 공무원 관련법에 따라 그동안 공개가 보류되었다.
보고서는 2022년 11월 중간선거 이후 미국 의원들이 북부 국경 위기에 대해 집중적으로 이야기를 시작한 것으로 지적하고 있다. 하원의 공화당 의원들은 Northern Border Security Caucus를 구성하고, 2023년 3월에는 “Death, Drugs, and Disorder on the Northern Border” 청문회를 열었다.
보고서는 의원들이 말하는 내용에는 어느 정도 진실이 있기는 하지만, 과장되어 있다는 지적도 하고 있다.
보고서는 미국 Customs and Border Protection 데이터를 바탕으로 버몬트, 뉴욕 그리고 뉴햄프셔를 포함하는 일부의 캐나다-미국 국경에서 2022년에 체포 또는 우연한 발견이 2021년보다 증가했다는 것을 인정했다. 그러나 이 숫자는 미국으로의 전체 불법 입국 숫자를 감안했을 때 아주 미미한 숫자이다.
보고서는 캐나다에서 차단된 펜타닐이 미국으로 들어오는 합성 오피오이드 총량의 1 퍼센트 미만을 차지한다는 것을 강조했다. 또한 미국에서 캐나다로 유입되는 펜타닐에 대해서도 지적하고 있다.
보고서는 진실은 캐나다-미국 국경이 매우 잘 기능하고 있다고 하면서,
Public Safety Canada, Canada Border Services Agency 그리고 RCMP가 협력하여 국경이 더 안전하게 관리되도록 해야 한다고 덧붙였다. 보고서는 국경에서 불법 이주민 또는 약물 거래가 발견되고 있다는 것은 국경이 제대로 관리되고 있다는 것을 의미한다고 했다.
보고서는 북부 국경 장벽 건설은 “가능성이 전혀 없지만” 이를 다르게 해석하면 미국 의원들이 국경간 이동을 촉진하는 정책을 제정하지 않을 가능성이 높다는 것을 의미하는 것으로 설명했다. 즉, 2000년대 초에 있었던 9/11 이후처럼 국경 통제를 더욱 엄격하게 할 가능성도 배제할 수 없다는 것이다.
보고서는 캐나다가 미국인들 (모든 기회, 모든 계층, 다양한 대화자: 입법자에서부터 국경 지역사회의 논평가까지)에게 캐나다-미국 국경이 세계에서 가장 안전하고 제일 잘 관리되는 국경 중에서 하나라는 것을 설명하는 것을 주저해서는 안된다고 강조했다. 이를 수행하는 것이 기업과 여행객을 보호하는 길이라고 보고서는 설명하고 있다.
